Morning Workshop:
Rethinking regulation in a converged world

Led by:

This workshop will provide participants with a deep understanding of the impact of convergence on the way the industry is regulated. It will explore the roles, opportunities and challenges for all market stakeholders (regulators, fixed and mobile infrastructure operators as well as content owners/providers OTTs and general service providers). It will also provide practical analytical tools, approaches and case studies that participants can take away and use in their home markets. The workshop will be interactive, allowing the participants to draw on each other’s experiences and prepare for new challenges.

The workshop will focus on the following issues:

  • What is convergence – what does it change for regulation?
    -And what stays the same?
  • The impact on different players
    -Fixed line operators
    -Mobile operators
    -Content providers
    -OTT providers
    -Non infrastructure providers
  • New Bottlenecks versus countervailing buyer power?

Afternoon Workshop:
Regulating access to physical infrastructure

Led by

Ovum IIR Telecoms Regulation

A highly informative workshop presenting the challenges of regulating access to passive infrastructure for the provision of NGA, including first hand insight into building a meaningful benchmark of duct and pole pricing. By attending the workshop you will learn what PIA is and how it fits in the toolbox of remedies. You will also examine the international experience of duct and pole access. Last but not least, you will discuss the inherent difficulties in comparing the price of duct and pole access given the differences in operational and technical process.

The workshop will focus on the following issues:

  • How duct and pole access can be used as part of a wider set of measures to encourage competition in NGA and enhance fiber roll out in light of ambitions plans from governments and the EC
  • Understand Ovum’s capabilities in benchmarking and modelling duct and pole access charges
  • We will share recent experience from our work with BT Openreach
